Many times in school, students are told what to do or how to think. For many student when your tough they will shut down and they wont learn and get there classwork.  Being tough only promotes fear and it only temporarily changes.. Trust is a crucial factor in any relationship. Students need to be able to trust us and know that we are for them and believe in them no matter what behaviors they exhibit If you layout the ground rules and let the student know that rules are set in place so that each student can learn and be safe.
