Another scholar from this school, namely Ibn Taymiyyah, said something similar. When asked about the law on women washing water over their heads, he said that almost all fiqh scholars do not allow women to just wet their hair, unless there are syar'i reasons such as; [1] Pain in the head area that requires him to avoid water in his hair and part of his head, [2] An extreme cold that gives him masyaqqah (burden/difficulty) if the veil is removed, or [3] Fear of showing hair by men who is not her husband and is not her mahram in a public place.
